Since I've spend my afternoon playing SA I was able to get the last 3 Balla occupied territories as well as the Bayside area controlled by the Vagos.

All mods which I have found on internet only lets me to edit territories of 3 main gangs. you equip a weapon press the right button till you see a aiming icon. Then aim the gun at the gang member your trying to recruit. On the top of their head, a green arrow icon will apear, press g and you will recruit them.
