Shellac is not the best candidate for rubbing to a higher gloss. As you have found, it readily melts under power buffing and does not take well to automotive rubbing compounds applied by hand. Industrial enamels are totally different and dead simple to use. You just file off the Shellac and then proceed with your fill as usual. Another thing to know is that there is no need for the base coat when applying Shellac to acrylic.

What about the question? Is it OK to apply a sanding sealer over a first coat of shellac? Yes, this shouldn’t cause a problem, though I don’t know why you would do it.
